An investigation by the Guardian and 16 other media organizations, released in July 2021, suggested that more than 30,000 human rights activists, journalists and lawyers around the world may have been targeted using Pegasus. Pegasus is a so-called "legal surveillance software" developed by the Israeli company NSO. The report, called the Pegasus Project, claimed that the malware was widely distributed through a variety of exploits, including several zero-day zero-clicks.

Based on forensic analysis of numerous mobile devices, Amnesty International's Security Lab found that the software was repeatedly misused for surveillance. The list of those targeted includes 14 world leaders and many other activists, human rights defenders, dissidents and opposition figures.

Later, in July, Israeli government representatives visited NSO offices as part of an investigation into the allegations. In October, the Indian Supreme Court tasked a technical committee to investigate the use of Pegasus to spy on its citizens. Apple announced in November that it would take legal action against the NSO Group for software development that targets its users with "malicious malware and spyware." In December, Reuters reported that US State Department phones were hacked with NSO Pegasus malware, Apple reported.

Last but not least the very recent "Catalangate": Every Catalan Member of the European Parliament (MEP) that supported independence was targeted either directly with Pegasus, or via suspected relational targeting. Three MEPs were directly infected, two more had staff, family members, or close associates targeted with Pegasus.
